A. The purposes of the SPCA are the prevention of cruelty to animals; the relief of suffering among animals, the extension of humane education, and the reduction of overbreeding of domestic animals, particularly cats and dogs, primarily through public education and sterilization programs. The assets of the SPCA are pledged for use in performing the SPCA's charitable purpose. B. It is the policy of the SPCA to seek, and to provide where possible humane care and treatment for animals in need; to seek to return lost animals to their owners; to seek suitable homes for animals without owners; to provide euthanasia when necessary.
